The Convocation of Consequences was called by the Luidaeg in May 2014, at the Duchy of Ships. The Luidaeg had called all the Selkie clans together to pay the price for their crime of their ancestors slaughtering the Roane.[1]

The Luidaeg passed the word to all the Selkies of the world through the heads of the five dominant clans in North America:

The Luidaeg mentions that once called, the Selkies would have been unable to refuse the call.

Toby's role in the Convocation of Consequences was to use her blood magic to bind the Selkies to the skins they currently wore, making them the new Roane. Upon meeting the Luidaeg, Toby was unaware of her lineage as Amandine had shifted her blood and lied to her for decades, and the Luidaeg knew that a hope chest didn't have enough sufficient magic to bind the Selkies, so her only hope was a Dochas Sidhe. Amandine however feared prophecy and refused, and August had been missing for a century. In One Salt Sea, knowing that Toby's blood has shifted enough for her Dochas Sidhe magic to be powerful enough ordered Elizabeth to notify the Selkies about the Convocation in a year after Connor died in the line of duty. Although she had been putting it off for almost three years, Titania's binding forced the Luidaeg to call the Convocation, and as Toby had requested debts from the Luidaeg during her past advntures, Toby couldn't refuse - although she was willing to bring the Roane back anyways, despite her hang ups with Gillian losing her choice.

Before the conclave itself begins, Mathias mentions that the Luidaeg gave Elizabeth Ryan eighteen Lost Skins, and begs her to give the same gift to his clan as well, so he can save more of his people. The Luidaeg orders him out of her sight, but when she asks if anyone thinks her treatment was unfair, the other leaders - except Elizabeth - agree with Mathias. They claim that they would have been happy to do her favors or share her waters, but never got the chance. Elizabeth says this is untrue, because none of them were excited about sharing waters with the Luidaeg until they were getting something out of it. Isla however bitterly reveals that Liz was in the Luidaeg's favour because of their prior relationship.

Finally, the conversation annoys the Luidaeg enough that she announces all the Selkies are free to attack each other for each other's skin, as long as they don't touch any children or human kin. Elizabeth begs Toby to convince her to reconsider, and tries to sway her by saying that Gillian will die from the elf-shot in her veins if her skin is taken. Toby tells the other leaders that she will kill anyone who lays a hand on Gillian.

Evening however sends Torin of Bluefish to interrupt the Convocation, manipulating him into believing that the Roane's gift of prophecy had caused major conflicts in Faerie. This is attempted under the guise of arresting Dianda for treason and the plot is further complicated with Isla's murder, however this is thwarted by Toby. Amphitrite disowns him as a descendant of hers, making him a moving target in the Undersea.

Two days later, when it is time to bind the Selkies to their skins, the Luidaeg reveals the loophole Toby came up with, that she made with the help of her sister Amphitrite. She takes the skin of all the Selkies and cuts them into pieces along the seams of the enchantment, to make as many skins as she can. She gives the skins back to their original owners to distribute them freely, and then all the skins - except one for every original skin - are bound. A handful of Selkies remain, with the promise that they too will be bound to their skins in seven years, unless they choose to set it aside first.
